 1.   TITLE OF THE EVENT
The Finke Desert Race Inc. hereafter referred to as “the Club” will promote and organize a National Open Event known as the 2012 Tatts Finke Desert Race hereafter referred to as “the Event” on the 8–11  June 2012

 2.   AUTHORITY AND PERMIT
The Event will be held in accordance with the 2012 General Competition Rules of Motorcycling Australia (MA), these Supplementary Regulations, which have been approved by MANT – based on the 2012 G.C.R’s – and any further regulations or instruction which may be issued.  By entering this event all parties agree to comply with these regulations, by-laws and instructions.  The Organizer reserves the right to alter the program to suit entries.  The Event is authorised by MA Permit Number 007/12.  The MA Track Licence Number is 1003/12

 3.   PROMOTER
The Event will be promoted by the organisation known as ‘Finke Desert Race Inc.

 4.   ENTRY REQUIREMENTS

  1. Entries open 9.00 am Monday 30th January 2012 and close 5.00pm Friday 27th April 2012 (CST).  Nominations shall be made via the official on-line entry only and must be accompanied by the entry fee of $580.00.  Late entries may be accepted, at the discretion of the committee, until 5.00pm on Friday 25th May 2012.  Late on-line entry must be accompanied by payment of $695.00 (entry fee plus $115.00 late entry penalty).  Late entries will not be recorded in the official program.  Entries will be via on-line entry at www.finkedersertrace.com.au.  Payments will only be accepted by MasterCard/Visa (as part of the on-line entry).  Refund of entry fee after 27 April 2012 will be at the discretion of the Finke Desert Race Inc.  There will be no refund of entry fee after 25th May 2012Refunds granted up to 27 April 2012 will incur an administration fee of $200.00
  2. Refusals:  The Organisers reserve the right to refuse entry without assigning a reason.
  3. Entries are limited to 550 competitors.  Of this number, Entries to the Quad class are limited to 80 competitors.    Should entries exceed 550, those entries will be recorded in order of receipt and placed on a stand-by list.  Should there be withdrawals; stand-by competitors will be notified in order of entry receipt.  The field will be closed on Friday 1st June 2012.

 5.   GEAR (NOT FUEL) TRANSPORT COSTS - $35.00
Goods will be transported to:

  1. Fuel Stop 1 –Minimal spares e.g. goggles, tubes, sparkplugs, etc.
  2. Fuel Stop 2 –Minimal spares e.g. goggles, tubes, sparkplugs, etc.
  3. Fuel Stop 3 – Minimal spares e.g. goggles, tubes, sparkplugs, etc.
  4. Finke checkpoint – Minimal (at the discretion of the transporter) swag/tent, spares and personal effects

Gear is to be delivered to NQX Freight Systems, Ghan Road, Alice Springs between the hours of 10.00 am and 3.00 pm on Thursday 7 June 2012 and Friday 8 June 2012.
All items must be labelled with the corresponding competitor number.  Organisers will carry spares to all four points for competitors, if required.  Whilst the organisers will make every effort to secure goods left for transportation, no responsibility will be taken and no insurance is offered for loss or damage to said goods.  Gear will be available for collection from 11:00 am, at NQX Freight Systems, on Tuesday 12 June 2012

 6. FUEL COST

       FOUR STROKE ONLY - $190.00. 
Race fuel package may be purchased from Finke Desert Race Inc. for the cost of $190.00 per competitor.  This cost includes fuel and transportation.  Refuelling stops will be manned by volunteers and whilst every effort will be made to complete refuelling in a timely manner, Finke Desert Race Inc. takes no responsibility for delays.  Competitors will be refuelled on a first come, first served basis.  Fuel will be provided at the following points:

  1. Fuel Stop 1 – both days
  2. Fuel Stop 2 – both days
  3. Fuel Stop 3 – both days
  4. Finke checkpoint

No personal fuel containers will be carried.  Fee is set at a standard rate and will not be adjusted.  No refund will be given if competitor fails to make refuelling points.

TWO STROKE ONLY - $50.00
Fuel is to be delivered to NQX Freight Systems, Ghan Road, Alice Springs between the hours of 10.00 am and 3.00 pm on Thursday 7th June 2012 and Friday 8th June 2012.
All fuel cans must be marked with your competition number.  Organisers will transport fuel to Fuel stop 1, 2 , 3 and Finke, if required.  Fuel must be stored in standard 20 litre “jerry cans”.  No other containers will be carried. These fuel stops are approximately 60 kms apart and marked by signs, ‘Fuel Stop 1’, ‘Fuel Stop 2’ and ‘Fuel Stop 3’.  All riders are responsible for refuelling their own machines.  Whilst the organisers will make every effort to secure goods left for transportation, no responsibility will be taken and no insurance is offered for loss or damage to said goods.  Gear will be available for collection from 11:00 am, at NQX Freight Systems, on Tuesday 12 June 2012

 7.   EVENT DESCRIPTION:
The Event will be a Desert Race conducted from Alice Springs to Aputula Community (Finke), (approx. 225kms) and return on a prominently marked course of various types of terrain, including sand, clay, river/creek crossing and dirt tracks. The return leg is over the same course in reverse.  Total course distance will be approx. 450kms return.  Competitors are required to camp overnight at Finke and are responsible for their own camping equipment.  Amenities at Finke are extremely limited and competitors should be prepared for extreme weather conditions.  Toilet facilities are provided but no shower facilities are available.  Limited catering is available to competitors and nominated crew, at a nominal cost, and entry form should be checked if this service is required.

 8.   ELIGIBILITY OF RIDER
Each rider must hold a current MA National Competition licence.  All riders must have written proof of full ambulance cover.  Riders must be 16 years of age or over as at 8 June 2012.  Any competitor under the age of 18 years must have written parental approval and must have parent/guardian sign him/her in at registration, sign on and sign off.
Parent/guardian must also complete the parent/guardian permission and third party indemnity sections on the entry form.   All riders over the age of 45 years must have a medical clearance to compete.  For further information contact MANT on 0417 842 480.

 9.   SAFETY
1)  All riders are required to wear an MA approved safety helmet, gloves, clothing, goggles and footwear to comply with G.C.R 25.1, page 218, of the 2012 MA Manual of Motorcycle Sport.  Helmets shall comply with Appendix 1 – G,C,R. 30.1.1., page 254, of the 2012 MA Manual of Motorcycle Sport. 
2)  In addition to the above, all Quad competitors are required to wear back protection that protects from the base of the neck to the base of the spine.  This armour will be checked at scrutineering.
3)  All Quads must be fitted with a red dust light.  This light must be installed on a high point of the centre rear of the quad and must constantly be in working order.  If using a conventional bulb it must be equipped with at least a 21 watt bulb.  The rear dust light must have a surface area of 140mm x 70mm which may be split into two parts.  If the rear dust light is of the Light Emitting Diode (LED) tyre, rather than a bulb type, a minimum size must be at least 90mm x 90mm (or have an equal or greater rear facing area).  The dust light must remain switched on whilst the engine is running.

 10. ENTRY CONDITIONS
Any competitor or machine deemed unsuitable by the ChiefScrutineer, Stewards or Clerk of Course for any reason whatsoever shall be excluded and entry fee not refunded.  The Organisers reserve the right to postpone, abandon or cancel the event as may be decided by the Race Director/Clerk of Course/Stewards of the Competition.

11.  SPONSOR’S ADVERTISING
An area 20 cm wide x 8 cm high must be reserved unencumbered on the bottom of the front number plate.  An area of 10 cm wide x 10 cm high each side of the petrol tank or radiator for major sponsor’s advertising or for promotion of the Finke Desert Race.

12.  COMPETITION NUMBERS
Numbers will be allocated at close of entries.  Numbers must be displayed in a least three (3) positions as per G.C.R. 12.6, page 93 (2012 MA Manual of Motorcycling Sport).  Any additional numbers must correspond. Numbers must be BLACK NUMERALS on WHITE BACKGROUND for all classesNumber fonts must be of Arial Font and comply with sizing as listed at 12.6.4, (page 94 of 2012 MA Manual of Motorcycle Sport.  Motorcycles with illegible numbers will fail scrutineering.  All Quad competitors must comply with 22.4.2, page 206 (2012 MA Manual of Motorcycling Sport).

Should individual class numbers exceed 100; the organisers reserve the right to allocate numbers as per the range listed in the parenthesis.  Numbers will be allocated in order of receipt.  Competitors will be advised of their riding number at close of entries.

Riders shall nominate in any one of the above classes.  Five entries constitute a class.  For the purpose of awards, compatible classes may be amalgamated in the case of there being fewer than five entrants in a class.  If less than five entrants in a Class, entrants will compete for outright honours only.  Quads and Outfits can only nominate for their respective classes and may not nominate for any other class.  Please note the restrictions on cubic capacity within the Quad Class as per G.C.R. 22.4.1 (page 206 of the 2012 MA Manual of Motorcycling Sport)

14.  REGISTRATION
All competitors must register at the Memo Club, Gap Road, Alice Springs, between Monday 4th June 2012 and Thursday 7th June 2012, 9.00am and 5.00pm.  Written proof of Ambulance cover is mandatory and must be presented at Registration.  Interstate competitors who do not have cover will be able to purchase a 30-day cover from the St. John Ambulance, South Stuart Highway, Alice Springs.  Competitors under the age of 18 must have their parent/guardian sign them in.

15.  PRE RUNNING
WHERE IT IS ADEQUATELY ESTABLISHED THAT A PERSON HAS RIDDEN/DRIVEN ON OR IN:

  1. AN UNREGISTERED VEHICLE OR MOTORCYCLE AND/OR
  2. AS AN UNLICENSED RIDER OR DRIVER AND/OR
  3. A VEHICLE DANGEROUSLY ON THE FINKE DESERT RACETRACK, AS CURRENTLY OR PREVIOUSLY MARKED,

THOSE PERSON OR PERSONS WILL NOT BE PERMITTED TO PARTICIPATE IN THE 2012 TATTS FINKE DESERT RACE.  Entry fee will not be refunded.

Finke Desert Race Inc. has organised with NT Government and Motor Vehicle Registry to carry out two official reconnaissance of the race track.  For full permit details and conditions please contact Motor Vehicle Registry – Alice Springs on 08 89515295.  These reconnaissances will be held on Sunday 27 May 2012 and Sunday 3 June 2012.  The format of reconnaissance will be as follows:

9.00 am                 Bikes leave Bundooma.  Part of the condition of permit is that the bikes to not exceed a maximum safe speed for the prevailing road conditions.  Two sweep vehicles to follow bikes to Finke.  One vehicle (Troop Carrier) will have a St. John Ambulance representative on board with full first aid kit.  The other vehicle (Toyota Land Cruiser Ute) will assist with carrying fuel and recovery of bikes.
Midday                  Riders to sign off at Finke
After a meal break all riders to begin journey back to Bundooma. 
Sign Off                       All riders to sign off at Bundooma before traveling home.  Any rider not signed off may be penalized at the event.

16.  SCRUTINEERING – Friday 8 June 2012
Scrutineering commences at 3:00pm and concludes at 9.00pm on Friday 8 June 2012 at Blatherskite Park, Len Kittle Drive (off South Stuart Highway), Alice Springs.  Bike, MA Licence, and rider’s competition clothing, including helmet, gloves and boots must be produced and inspected at scrutineering.  All bikes will be impounded until the conclusion of scrutineering.  The Clerk of Course will advise when bikes may be moved.  There will be no exception to this.  (Time penalty will apply).  Any competitor, who cannot make scrutineering, will contact the Finke office, prior to Thursday 7 June 2012, to make alternative arrangements. Any competitor who fails scrutineering must make a time for re-inspection with the Chief Scrutineer. 
Noise emission compliance of 12.10.1.1 (Page 98 of the 2012 Motorcycling Australia Manual of Motorcycle Sport) will be enforced.
Any competitor racing with a helmet camera must present helmet, fitted with camera, at scrutineering.

17.  PROLOGUE – Saturday 9 June 2012
Any Competitor who fails scrutineering will not be permitted to start until re-scrutineered.  All competitors are obliged to compete in Prologue.   Starting order of race day one will be determined by prologue times.  Starting order for prologue will be in reverse order of official program listing, with the exception of the Top 20 placegetters from the 2011 Tattersall’s Finke Desert Race, who will prologue first in number order.  Riders are required to sign on from 9.15 am. A rider’s briefing for prologue will commence at 10.00 am at the start/finish line.  All competitors must attend riders briefing and failure to attend will incur a time penalty.  A reconnaissance of the Prologue track will commence immediately after riders briefing and no later than 10.50 am.  Those wishing to participate must line up immediately after riders briefing.  Prologue will commence at 11.30 am. Prologue will take the form of a computerised timing system, utilizing transponders, in addition to a hand held stopwatch, timed over the prologue track (approximately 8 kms) to be marked prior to the event.  Riders will start three at a time, at sixty second intervals (may be changed at the discretion of the organisers and dependent on final entry numbers and track/weather conditions), each rider only being entitled to one lap of the prologue track.  This will be done in consultation with the Steward of the meeting.  The location of the Prologue track will be advised at registration.  Competitors who start the prologue but do not finish will be seeded at the sole discretion of the organisers.  Please note – no seeded competitor will start in the top two thirds of their class on Race Day One.   Competitors who fail to start the prologue at the allocated time will be given a start time at the sole discretion of the organisers – this start time will be outside the top two third of their class on Race Day One.

18.  CHECK POINTS
DAY ONE - Deep Well, Rodinga, Bundooma, Mt Squires, and Finke.
DAY TWO - Mt Squires, Bundooma, Rodinga, Deep Well, and Alice Springs.
Checkpoints will be located approximately at the 63km, 140km, 170km and 225km marks.  All competitors shall pass through all necessary checkpoints via the marked course.  In the case of any competitor reported short cutting the marked course or using roads other than the marked course, they will be excluded from the event. At random locations along the track, there will be two (2) orange flags parallel on either side of the track.  Officials will man each flag point.  These points will be moved from time to time during the event.  Any Competitor who fails to pass or make all reasonable efforts to pass between both flags on the marked track will be penalised.  The penalty will be at the discretion of the Steward/Clerk of Course Alice Springs and/or Finke and may include exclusion from the event. .

19.  RACE DAY ONE – Sunday 10 June 2012
Rider’s briefing will be held at 10.30am on Sunday 10th June 2012 at the Start/Finish line.  Rider’s briefing is compulsory.  Competitors must sign on before briefing commences and sign on sheets will be available from 9.30 am.  Non-attendance will result in a five minute time penalty.  Stationary warm-up is permitted in the pit area and Parc Ferme.  No riding is permitted in or around the Pit area and/or Parc Ferme.  Event will start at 11.30 am on Sunday 10th June 2012.  The fastest 20 bikes (as determined by prologue) will start in rows of two bikes, at one-minute intervals.  The remainder of the field will start in rows of ten bikes at one-minute intervals. No alcohol should be consumed from 11.00pm day prior to event. Any competitor who fails to complete the course must notify the Official Sweep Vehicles at the earliest opportunity.  It is the competitors' responsibility to notify officials of any assistance they may require from their crew.  This information will be available at the Start/Finish line and at Finke.  All Competitors must sign off with an official at Finke or at the nearest official checkpoint/fuel stop/sweep vehicle or a fine of $200.00 will apply

20.  TIME LIMIT FOR DAY ONE IS 4 HOURS. 
If a competitor exceeds this time limit he/she will not continue in the event.  The course will be closed at Bundooma 2 hours 10 minutes after the allocated departure time of the last competitor from the start line.  The Clerk of Course has the right to stop any competitor and prevent his/her continuation in the event if it is deemed impractical for that competitor to complete the course within the required time limit.  Compassionate time will be allowed at the discretion of the Clerk of Course Finke.  Claims for compassionate time MUST be registered with the Clerk of Course, Finke, prior to 6.00 pm on Sunday 10th June 2012.  Sweep vehicles will check the course prior to and following the start.  On completion of the course on Day One, each competitor MUST register with the Club Official at the Finke checkpoint immediately on arrival or a penalty of $200.00 may be imposed in accordance with G.C.R.’s 4.3 (page 60 of the 2012 MA Manual of Motorcycle Sport ). Competitors who exceed the four hour time limit on Race Day 1 will not be permitted to start on Race Day 2.

21.  RACE DAY TWO – Monday 11 June 2012
Competitors are required to sign in from 9.30 to 10.30 am Monday 11 June 2012 at Finke.  A rider’s briefing will be held at 10.30 am.  SIGN ON IS COMPULSORY.  Competitors will not be permitted to start on day two if they have not signed on.  Competitors who decide not to start on Day 2 must notify the Officials at FinkeStationary warm-up is permitted in the pit area and Parc fermé.  No riding is permitted in or around the Pit area and/or Parc fermé.  Bikes will leave Finke from 11.30 am Monday 11th June 2012, on corrected time as calculated from day one.  Bikes with a corrected time of greater than 20 minutes behind the leader of Day One will start ten at a time, one minute apart, in order of their corrected positions.  Competitors who fail to start at their allocated time, will start rear of field.  Start times will not be adjusted.  The return journey time will be calculated at the finish to give total elapsed time for the event.  All Competitors must sign off with an official at Alice Springs or at the nearest official checkpoint or a fine of $200.00 will be imposed.  No alcohol should be consumed from 11.00pm day prior to Finke departure. Any competitor who fails to complete the course must notify the Official Sweep Vehicle at the earliest opportunity.  It is the competitors' responsibility to notify officials of any assistance they may require from their crew.  This information will be announced at the Start/Finish line and at Finke Checkpoint.  It is the responsibility of crew to check with Officials at Finke for any information regarding competitors.  Officials are not responsible for finding crew.   

22.  TIME LIMIT FOR DAY TWO IS 4 HOURS.
The course will be closed at Deep Well 3.5 hours after the allocated departure time of the last competitor from the start line at Finke.  The Clerk of Course Alice Springs has the right to stop any competitor and prevent his/her continuation in the event if it is deemed impractical for the competitor to complete the course within the required time limit.  Sweep vehicles will check the course prior to and following the start.
Compassionate time will be allowed at the discretion of the Clerk of Course Finke.  Claims for compassionate time MUST be registered with the Clerk of Course, Alice Springs, prior to 6.00 pm on Monday 11 June 2012.  Competitors who do not complete Race Day 2 within the four hours will be deemed as not finishing.

23.  MEDICAL SERVICES
St John Ambulance will provide personnel that will be situated at Alice Springs Start/Finish Line, Deep Well Checkpoint, Rodinga, Bundooma Checkpoint, Mt Squires Checkpoint and Finke Start/Finish Line.  In addition, there will be an emergency Medivac Helicopter stationed at Bundooma.  The Royal Flying Doctor Service is also on call for evacuation from Aputula Medical Clinic.  St John Ambulance and Medical Director will co-ordinate all medical treatment and evacuations.

 24. PROTEST
Any rider protests from day one will be accepted from the competitor at Finke by the Clerk of Course (Finke), within one hour of provisional times being posted.  Any protests from day two will be accepted by the Clerk of Course (Alice Springs), within one (1) hour of provisional results being posted as per G.C.R.’s 5.1.1 (page 65 of the 2012 MA Manual of Motorcycle Sport).

25.  SCRATCHINGS
Any bike that is a scratching on the first day or travels to Finke on a vehicle will not be permitted to restart the next day.  It is compulsory for any rider that withdraws during the event to register their withdrawal at a checkpoint or with an official sweep vehicle at the first available opportunity, stating the reason for withdrawal.  Failure to do so will incur a fine of $200.00 (G.C.R. 4.3 – page 60 of the 2012 MA Manual of Motorcycle Sport).  Please note that the organisers are under no obligation to recover machinery that has failed to finish the event.  Whilst volunteers will endeavour to assist competitors by recovering machinery, they are under no obligation nor have any responsibility to do so nor are they accountable for the safety/condition of said machinery.  However, sweep vehicles WILL relocate competitors to the nearest checkpoint should it be deemed unlikely that that competitor can complete the course within the given time limit.

26. AERIAL ASSISTANCE
Any form of assistance by fixed wing aircraft or helicopter is strictly forbidden.  Any competitor found in breach of this ruling will be disqualified from the event.  Additionally, radio communications between competitor and aircraft is strictly forbidden.

27.  REFUELLING
All refueling will be carried out with the engine switched off, as per G.C.R 12.9.4 (page 97 of the 2012 MA Manual of Motorcycle Sport).  Failure to do so will result in exclusion from the event. Refueling may only be carried out from metal or other approved containers.  No auxiliary fuel tank, other than commercially available tanks that are permanently attached to the machine, will be permitted.  No fuel to be carried on rider or bike.

28.  OUTRIGHT POSITIONS
The outright winner shall be the competitor from any class of bike to complete the course in the fastest total elapsed time (including penalties), providing he/she has passed through all checkpoints and followed the marked route on or in the original machine started, (i.e. frame and engine number shall be the original as scrutineered).  Blanket start competitors' times will be corrected at Alice Springs on completion of day two.  Results will be determined by elapsed time to the second.

29.  IMPOUNDING OF MACHINES
All machines will be impounded after the event and the Clerk of CourseAlice Springs will advise when machines can be removed from the impound area.  Capacity of machine may be measured and frame and engine number may be checked after the event.  Neither the Club nor its Officials will be responsible for recovery or storage of machines or personal effects throughout the duration of the event.

30.  DIRECTION OF THE COURSE
No rider shall ride against the correct direction of traffic on the course. Penalty – disqualification.

31.  MOTORCYCLING AUSTRALIA’S ANTI-DOPING POLICY
Finke Desert Race Inc. supports Motorcycling Australia’s Anti-Doping Policy (G.C.R. 11, page78 of the 2012 Motorcycling Australian Manual of Motorcycle Sport).  The carrying or consumption of any prohibited substances within 12 hours leading to the start of Day One or Day Two is prohibited. The carrying or consumption of any prohibited substances during actual race time or within the Pit Area and Parc fermé (closed control area) is prohibited.  Random drug/alcohol testing may be carried out during the event (G.C.R. 11.11, page 82 of the 2012 Motorcycling Australian Manual of Motorcycle Sport).

32.  ANIMALS
No animals allowed in the pit area and Parcs fermé (closed control areas).

33.  LANDOWNERS HAVE GIVEN THEIR PERMISSION FOR THE EVENT TO PROCEED AND YOU RIDE ON THEIR PROPERTY THANKS TO THEIR GOODWILL.  PLEASE DO NOT ABUSE THE PRIVILEGE.

34 CODE OF CONDUCT  
All competitors are to be conversant with the 2012 Motorcycling Australia Manual of Motorcycle Sport Code of Conduct.  Penalties will apply to any breach of this Code of Conduct.

35   INSURANCE

National Personal Accident Scheme (as per G.C.R 10 – Page 76 2012 MA Manual of Motorcycle Sport) provides basic cover for death and permanent disability. 
Ambulance insurance is compulsory for all competitors.
It is strongly recommended that competitors give consideration to taking out additional insurance, including income protection insurance.

36   MERCHANDISE

With the awarding of merchandising for 2012 through a competitive tender process, competitors are not permitted to sell clothing or other items to the public without the expressed permission of the holder of the merchandising rights.  Failure to adhere to this instruction will result in the withdrawal of entry or other penalty as deemed appropriate by the committee.  Entry into this event constitutes acceptance of this condition.

36   GST
